As a member of Eneco's ADR Procurement department and part of a small, diverse, and ambitious ADR Team, the Investment Buyer will support Eneco's business in legal, commercial, and operational post award stages (operation) of wind-offshore projects. The Wind Offshore Investment Buyer (IB) oversees supporting the team to identify, assess, manage, and mitigate contractual risks during the operation stages of offshore wind farms. With the guidance and support of the ADR Team, the IB should be able to advise and support relevant stakeholders from the Operation business units particularly project managers and asset operators. The Wind Offshore Investment Buyer will directly report to the Head of ADR Procurement and eventually to the functional team lead of ADR Procurement Wind Offshore, working closely with technical, commercial, legal, and other supporting departments.

What are you going to do?

The IB plays a front-line role towards the business units of Eneco and will support primarily the Assets Operations Department, by acting as an investment buyer also supporting asset managers during operations of offshore wind farms (i.e., O&Ms/SMAs) seeking to maximize the value of the projects.

In general, the IB will mitigate legal and commercial contractual risks advising on risks and opportunities in strategic contracts of complex large CAPEX and Opex projects related to existing wind farms in different jurisdictions, supporting in drafting and negotiating documentation related to such contracts and improving and standard contracts (templates), policies and procedures of the ADR Team in close collaboration with other relevant departments of Eneco.

You are responsible for:

  • Planning with the Assets Operations department the contracting needs and procurement support for the coming budget periods of the wind farms operated by the Eneco Asset Operations Department, looking at the possibility to combine contracting for several wind farms together where appropriate to leverage Eneco's position; this shall include the preparation for the future dismantling of the oldest wind farm operated by Eneco
  • Prioritizing and adjusting the resourcing support need in collaboration with the Assets Operations department and the ADR Procurement team / ADR Wind Offshore Lead function;
  • Determining the contracting strategy for the new contracting needs identified and prioritizing and executing / coordinating the corresponding tendering pre-award activities;
  • Identifying the need for new framework agreement for recurring needs not yet covered by existing multi-year maintenance or repair contracts, then tendering and contracting such framework agreements in collaboration with the Assets Operations department;
  • Executing the contract management of key contracts during execution (e.g. large one-off offshore repairs or interventions);
  • Supporting the Assets Operations department in communication with wind farms lenders for the review and approval of new contracts;
  • Supporting the Assets Operations department in managing the wind turbine maintenance contracts of the wind farms operated by Eneco with regards to the contractors performance management and/or contract re-negotiations;
  • Being the link between the Assets Operations department and the ADR Procurement Wind Offshore function with regards to the operations of wind farms to ensure market knowledge is shared (e.g. contractors performance, availability and price) and lessons learnt from operated wind farms can be captured in the contractual specifications of new wind farms projects (e.g. wind turbine maintenance contracts).
  • Contributing to the category value strategy for procurement / contracting related to the operations of the wind offshore farms operated by Eneco

Background:

  • Experience in tendering negotiating and managing of contracts for offshore works and maintenance contracts.
  • Manage, coordinate, and optimize interfaces in multidisciplinary aspects of the project.
  • Commercial acumen.
  • Leadership, proactive report to Head of ADR Procurement and to the ADR Procurement Wind Offshore Function, good communication skills and sense of adequate escalation.
  • Chair meetings, identify risks and relevant information of the project, conduct adequate escalation, and prepare and submit regular and timely reports to management.
  • Excellent spend, claims and variations management in projects.
  • Experience managing, coordinating, and optimizing commercial interfaces of the project.
  • Resilience, adaptability in an evolving organizational structure, independency and leadership welcomed to help structure of new organization.


Requirements:

  • Preference for a strong project oriented professional with a strong performance history and passion for renewables. 
  • Technical, Legal or Business University degree (MSc., MBA) or equivalent.
  • 10+ years of contracting experience (High CAPEX/ technical / constructions contracts, FIDIC, O&Ms and offshore indemnities and insurances).
  • At least 5+ years offshore contracting experience.
  • 5+ years of hands-on post- award contract management of Offshore or complex EPCs or similar contracts is a plus.
  • Team player, "Can do" mentality and capacity to make complex ideas simple are a must.
  • Experience and ability to organize and structure workstreams with internal stakeholders and with existing contractors via. mapping workflows and interfaces and defining optimal processes and procedures.
  • Impeccable record in tender / contract management book keeping.
  • Advanced negotiations skills.
  • Strong understanding of the risks of the contract(s) and the potential legal and financial consequences associated therewith.
  • Suppliers' performance management experience. 
  • Effective communicator with proven ability to collaborate and integrate across multi-disciplinary teams.
  • Strong commercial and analytical skills.
  • Hard-working / committed.
  • Affinity for renewables and strong motivation / appetite to accompany Eneco ambitions in renewable energies (cf. One Planet Plan) and more specifically in wind offshore and to grow along rapid business expansion.
  • Fluent in English (oral and writing), Dutch is a plus.
  • Available to travel to support the needs of the projects (i.e. Eneco's Rotterdam office and IJmuiden offshore operations base).
  • Available at reasonably short notice (1-2 months).

Where are you going to work?

The Procurement department is responsible for the entire procurement within Eneco, divided into three categories; Professional Services, Asset Operations, IT and Innovation, Asset investment and Realisation.

The Sr Investment Buyer function is part of the Asset investment and Realisation category.

  • A yearly salary between € 65.500 and € 104.000, including 8% Holiday Allowance
  • You will receive a benefit budget of 13,811% of your gross salary, incl. holiday allowance
